Congress Smoking Cigarettes at the Gas Station

Ladies and Gentleman, your elected officials are smoking cigarettes at the gas station.  Where or when they plan to flick the butts, well...we just don't know.

So far my gut instinct about how this period would play out is on the money, but there are still a few days until the August 2nd "deadline".
