Alabama state should do something about it. If they need to amend the constitution just to help the county then do so. Alabama states should help those people living in that county. Suffice to say that the fail you see there is a long time coming, nothing new, and won't get better any time soon. Alabama's state Constitution leaves almost no power to county or municipal governments, and just about any change on a local level requires a statewide vote to amend the constitution. As a result, the corruption is just epic - state legislators have the most well-greased palms in the world.
